Recommendation: That the City Council direct staff to submit the City of Rolling Hills Estates’ 2024 General Plan and Housing Element Annual Progress Reports (APRs) to the Governor’s Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD) by April 1, 2025.
